How To (Safly) Get A Child?

So for whatever reason may it be, if one were to get a child what is the cheapest, easiest and safest way to do so? Ie not like an adoption that way no one knows you have said child and NOT kidnaping (no pun intended). TLDR What is the most safe way to have a child and no one could know of it.
