Hard no.
Every mobile-focused platform is inherently unsafe for on topic use. Everything is always logged and stored and referable if some LEA requests it.  There will definitely NEVER be a PSC Telegram Channel.

As a rule, any closed source, centralized server service is unsafe. Assume they are stealing your data, and I mean all of it.
Upon that, you also have the insecurities of Telegram itself.
Inefficient encryption and poor customer service that is very fragile against social engineering.
There have been many, many cases of Telegram accounts being taken over.

The reason it's so popular with pedos is because in the past they didn't give a shit.
You could post all the CP you wanted and never get banned, also just general good usage (large file size limit, rooms with thousands of users, fast).
That is not the case anymore, but pedos all around still cling to it.
It's that old tale of the cab driver and the stock market...

Just adding to this... Telegram's CEO was arrested and to get out of jail he basically agreed to lighten up on refusing the share data with LEA. Group chats are NEVER encrypted with Telegram. One on one chats are not encrypted by default.

You are much better off with Signal, Teleguard, Session, etc... but even then you have to trust the service. Signal is at the least quite transparent about their privacy practices, but having to use your phone number to sign up is a bit off putting.

What I notice nowadays is that people want a closer and more dynamic interaction and this is affecting the level of security of choices, everyone is used to the speed and practicality of applications like Telegram, it is easy to chat and find groups, in the groups there is a diversity of people, women, men, teenagers, and this attracts both those who just want to chat and those who want an interaction and it is not necessarily a sexual interaction. Many pedos want to create closer interactions with other pedos

The simple fact that they are using cell phones is already a security problem and that is why today my tips include the use of cell phones. We need to accept that the trend is for cell phones to increase and this includes taking care with applications, many work on the PC but people want them on their cell phones

- Telegram and Snapchat has security flaws that scream and if you shout from the rooftops of your house that you are a pedo, you might have a higher    level of security than Whatsapp

- Signal is very good, but there is the problem of using the phone number

- Session is in my opinion where the Darkweb Pedos are migrating to, I think that the sites in the dark will decrease while the channels in the session will  increase as it evolves its tools, It is very safe but does not yet have the same diversity and social reach as the others, and we know that this is ultimately what is leading so many people to take risks on Clearnet.

- Teleguard, despite being centralized provides a high level of security. It is good for creating groups, accessible via cell phones or computers using an ID key. It answers questions about diversity and reach. However, for those who want to venture out and find groups, it is more difficult. The channels are not fully interactive. There are some related to the pedo theme, but because they are not fully interactive, they are people just signaling. To create a channel, you need to make a payment, which means that more accurate data is collected, which is a problem for those who want anonymity

The short answer is no.  Telegram is not safe.  Nor is any other app that needs a phone number and/or email.

Besides, I'm certain Telegram is a honeypot to monitor a certain group of people and not limited to pedophiles.

My chat app of choice at the moment is Session because it works over a network similar to TOR and can be run over TOR.
