If its a male do consent isn't really a question.  I they aren't interested they don't partake.  Female animals are probably more complex with mating cycles and whatnot.  A dog in heat would likely take to a human to get that itch scratched if no male dog was present.

No, that's what I thought initially, but it turns out it's more complicated.

In many cases the animals are tricked or coerced. An example is with horses, where they actually make some sort of female horse pheromones or something (I don't know all the details). It's used for official breeding purposes but they're used by some zoophiles to entice an otherwise unwilling horse into having sex with them.

Additionally some animals, like dogs, may mount things for reasons other than arousal. And some practicing zoophiles may misinterpret or exploit this.

Well, just because something else is bad doesn't make it okay. Does that make sense? It's almost like... if you were to criticize some country's government and then someone's like "well what about this OTHER country's government? They're way worse!" Like, okay? So what? I'm not saying it's completely ok or good.  Just that humans treat animals like shit regularly and this seems very minor.  I don't believe it's not very ethical to have pets as there are so many who mistreat them.  I'm thinking of everything from dog fights to people who don't take a suffering sickly pet to the vet because the vet will recommend putting it down or they don't care to spend the $$$.

Try to do something your pet does not like and see where that leads you. Like, pull your cats or dogs tail and see what happens. It will not end well.

Oh and abuse is abuse, it does not have to be sexual. That is a separate matter entirely. There is industrial scale abuse of animals for farming, hardly anyone cares.
